One eSIM for a multi-country Europe trip or separate plans per country?

I'm doing a 3-week trip through France, Italy, and Spain and want to stay connected the whole time. Should I get one Europe-wide eSIM or buy separate plans for each country? Also, how do top-ups work if I run out of data mid-trip?
